Brian W. Baugh received his Bachelors of Science in Accounting and Finance from Northern Illinois University, DeKalb, Illinois, with honors in 1987. He passed the Illinois Certified Public Accountant Exam in 1988. Mr. Baugh is a 1991 graduate of the Northern Illinois University College of Law cum laude. Mr. Baugh was admitted to practice in Illinois in 1991. He is currently a member of the Illinois State Bar Association, the American Bar Association, the Chicago Bar Association, the Lake County Bar Association and the Illinois Tax Increment Association.

Mr. Baugh joined the firm in 1997. He specializes in municipal law, having represented and advised municipal corporations and sanitary districts as to general and procedural matters; contracts; leases; annexation and development agreements; land use and zoning matters; utilities; financing, including special service areas, industrial revenue bond issues, general obligation bond issues, Illinois Environmental Protection Agency loans; and all aspects of tax increment financing matters and economic development.

Mr. Baugh currently provides counsel to all of the firm’s municipal clients and serves as the Village Attorney for the Village of Third Lake and is an Assistant State’s Attorney for Grundy County representing the county in development and financial matters. He has previously served as special legal counsel to the Village of Beach Park, the Village of Fox Lake, the Village of Palatine and the City of St. Charles on matters related to tax increment financing, economic development and public finance matters. The majority of Mr. Baugh’s practice involves advising and assisting communities regarding general and procedural matters, annexation, development, land use and zoning matters, economic development and redevelopment matters, tax increment financing, special service areas and municipal financing issues.

Mr. Baugh is currently a member of the Village of Gurnee Planning and Zoning Board. Mr. Baugh and his family are active members of Joy Lutheran Church in Gurnee, Illinois.
